I'm not sure what else is missing but little guy in tower mans uniform included, and it looks like he appropriate scale to operate this equipment. I opened the box to check if set is complete and found that both actuator links are missing. Up for your consideration this COX - Crossing Gate N 6231-2- HO Scale. Also it seems that even item looks like new its been used at least once because has marks from installed crossing gates on the base.
