You get both kits. Both kits are missing a few people in them. It comes with paint and the glue. A couple of them did get painted.

The paint brushes are not the original but added into collection. You also get Plasticville USAA HO Gauge #2809 Citizens kit that one is missing 4 people ,it does have the paint to go with them. Plasticville USA Ho Gauge Sitting People #2914 only has 21 people in that kit missing 1.
